A foreigner may be exempted from tuition fees on the terms set out in agreements between higher education institutions or international agreements. Exemption may also be granted on the basis of:
- an administrative decision of the Rector, Director of a PAS institute (Polish Academy of Sciences), or Director of a research institute,
- a decision of the Minister or a decision of the Director of NAWA regarding their scholarship holders.
Fees are not collected from foreigners who:
- are citizens of the EU, EFTA (European Free Trade Association), the Swiss Confederation, or the United Kingdom, and members of their families residing in Poland,
- hold a permanent residence permit or a long-term EU resident status,
- hold a temporary residence permit in connection with specific circumstances (specified in the Act on Foreigners),
- have refugee status, temporary or subsidiary protection in Poland,
- hold a certificate of proficiency in Polish at a minimum C1 level,
- are holders of the Pole’s Card (Karta Polaka) or hold a decision confirming Polish origin,
- are a spouse, ascendant, or descendant of a Polish citizen residing in Poland,
- reside in Poland in connection with the mobility of a researcher or hold a national visa to conduct scientific research.
