Information Notice

The new HR Excellence in Research website has been launched and is currently being expanded with full documentation and detailed pillar-level content. Additional materials will be added on an ongoing basis to provide comprehensive access to all relevant procedures, reports, and institutional policies.

Governance Structure of the HR Excellence in Research Process at Jan Kochanowski University of Kielce

To ensure the effective implementation of the European Charter for Researchers (2023) and to sustain compliance with the HR Excellence in Research Award process, the Rector of Jan Kochanowski University of Kielce has established the following governance bodies responsible for the coordination, monitoring, and continuous improvement of activities under the Action Plan for the Implementation of the European Charter for Researchers.

Steering Committee for HR Excellence in Research

Main responsibilities:

  • Exercising strategic supervision over the implementation and maintenance of the principles of the European Charter for Researchers, in line with the European Commission’s guidelines.
  • Approving the Gap Analysis, Action Plan, OTM-R Policy, and Monitoring Reports prior to submission to the European Commission via the EURAXESS e-tool.
  • Ensuring consistency between HR Excellence actions, the University Development Strategy, and internal human resources policies.
  • Initiating and reviewing activities promoting a high-quality research environment, including open science, gender equality, working conditions, mobility, and research career development.
  • Conducting periodic internal reviews and introducing corrective measures where necessary.
  • Ensuring continuity and institutional support for the renewal phases of the HR Excellence in Research Award.

Main responsibilities:

  • Conducting a gap analysis and evaluating the status of implementation of the European Charter for Researchers across faculties, branch campuses, and the Doctoral School.
  • Initiating activities that support research career development within faculties and other organisational units.
  • Cooperating with the HR Excellence in Research Coordinator and other working groups in preparing and updating the Action Plan.
  • Consulting with researchers at all career stages (R1–R4) and with doctoral candidates on the implementation of the Charter principles.
  • Submitting periodic progress reports to the Coordinator as part of the internal review process.

Main responsibilities:

  • Integrating the principles of the HR Excellence in Research Award into the University’s internal procedures, policies, and regulations in the human resources, legal, financial, promotional, and innovation domains.
  • Ensuring that the Open, Transparent and Merit-Based Recruitment (OTM-R) Policy complies with national and EU standards.
  • Updating and maintaining the content of the HR Excellence in Research webpage on the University website.
  • Collecting quantitative and qualitative data for monitoring the implementation of the Action Plan and preparing internal review reports.

 

Advisory Working Group for Internationalisation

Main responsibilities:

  • Reviewing and recommending solutions to enhance the University’s international visibility and attractiveness as an employer, consistent with the European Charter for Researchers.
  • Providing expert advice and consultation on internationalisation and OTM-R-related actions within the Action Plan.
  • Exchanging good practices and experience with partner institutions abroad in line with the Charter’s principles of mobility and openness.

 

Monitoring Team for HR Excellence in Research
  • Ms Agnieszka Górska – Head of the Research Office
  • Ms Sylwia Kasprzyk – Senior Specialist, Research Office (Secretary of the Monitoring Team)

Main responsibilities:

  • Continuously analysing the implementation of the Action Plan for the European Charter for Researchers and evaluating the effectiveness of adopted measures.
  • Preparing periodic internal review reports for submission to the Steering Committee and the Coordinator.
  • Developing analyses and recommendations for Action Plan updates and for best practices in researcher HR management.
  • Conducting surveys and consultations related to the implementation of Charter principles at the University.
  • Preparing documentation and evidence for periodic reporting to the European Commission via the EURAXESS e-tool.

 

HR Excellence in Research Coordinator
  • Dr Sylwester Łodej – Vice-Dean for General Affairs and International Cooperation, Faculty of Humanities

Responsibilities: The Coordinator ensures communication and alignment between the Steering Committee and all working groups, oversees the implementation and monitoring of the HR Excellence in Research process, and ensures compliance with the European Charter for Researchers.
